Russia was responsible for overthrowing the flight of Malaysia Airlines, MH17, over Eastern Ukraine in July 2014, the UN Aviation Agency said.
All 298 people aboard the passenger plane were killed when it was removed by a rocket created by Russian.
The Kremlin has always denied any responsibility for the air disaster.
On Monday, the UN Council of the International Civil Aviation Organization (ICAO) voted that the Russian Federation failed to comply with its obligations under the International Air Law, which requires states to “refrain from resorting to the use of weapons against civil aircraft in flight.”
The Malaysia Airlines MH17 flight travels from Amsterdam to Kuala Lumpur when he was hit over the Donbass region in Ukraine, during a conflict between pro -Russian rebels and Ukrainian forces.
The bigger part of the passengers and the crew, 196, were from the Netherlands.

“We are urging Russia to finally face this horrific act of violence and to reparation for its outrageous behavior,” Australia’s Foreign Minister Penny Wong said in a statement by Australia’s Foreign Affairs.
Dutch Foreign Minister Caspar Velddrah said he was “important step towards establishing the truth and achieving justice and accountability.”
He sends a clear message to the international community, he added: “States cannot violate international law with impunity.”
In 2022, a Dutch court ruled that controlled by a Russian group had removed the aircraft and Two Russians and Promosk Ukrainian Citizen were convicted of murder in absentia.
All the trio was sentenced to life in prison as they were not extradited, they did not serve in prison.
