The police officer who killed the root teenager Kumanjay Walker in 2019 was a “racist” and had an “attraction” to the adrenaline -style police, an investigation into the corona.
The 19 -year -old Walker died shortly after he was shot three times at close range by police officer Zahari Rolf during a house arrest in a random, remote local community in the northern territory (NT).
Rolf is no longer a police officer – he was accused of killing Walker and acquitted in 2022, provoking protests for the death of the indigenous population in custody.
By providing his findings, Judge Elizabeth Army said that Walker’s death was “avoiding” and has “clear evidence of a fortified, systemic and structural racism” within the NT police.
Judge Armity conveyed a summary of its findings – more than 600 pages – in an outdoor presentation in the noise, about 300 km (190 miles) northwest of Alice Springs on Monday.
She found that “Rolf is a racist and that he works and is the beneficiary of an organization with distinctive features of institutional racism.”
Rolf was not a “case of a bad apple,” she said, finding that racist language and behavior were “normalized in Alice Springs.”
Although she could not “say for sure that the racist attitudes of G -n Rolf” contributed to Walker’s death, “I cannot rule out this opportunity,” she told the presentation that included members of the Walker family.
In addition, Rolf’s “mocking attitudes” to women’s colleagues and some superiors, as well as “his contempt for Bush’s cops,” may have influenced his actions on the day he filmed Walker, Judge Army found.
On November 9, 2019, Rolf and another officer arrived at Walker’s home in the noise to arrest him for breaching a court order.
Three days earlier, police tried to arrest Walker and he threatened them with an ax.
Walker was a “vulnerable teenager” who had a history of trauma and “poor impulse control”, a referee found, noting that the police had to be “notified” to avoid another confrontation.
During the Rolf Supreme Court process in 2022, the court heard the employees join the Walker brawl about one minute after his arrival at his home.
Walker stabbed Rolf’s shoulder with a pair of scissors, prompting Rolf to shoot him without warning – a move that Rolf’s lawyers said he was in self -defense. Prosecutors agreed.
Seconds later, Rolf fired two more shots in Walker. Prosecutors claim that they are not necessary until the defense said they were because Rolf was afraid of the safety of his colleague.
In his findings, Judge Army found that Rolf had made a “series of insufficient decisions” that led to a “officer caused by the officer” – a situation in which police “unnecessarily put into danger … creating a situation that justifies the use of deadly power.”
She also said that Rolf, a former soldier, found the fighting situations “exciting” and has a “attraction to the adrenaline police”. He had also ignored a plan for a Walker arrest, created by a woman officer because “he thought he knew better,” said Judge Army.
After Walker was shot, the officers pulled him out of the house before taking him to the police station where he was given first aid. He dies later.
“Sliding is a disrespectful act and it should not happen,” said Judge Army.
She made 32 recommendations, including the development of “mutual respect agreements” to restrict when police carried weapons in the Jendum Community, and to strengthen the anti -cancer of the police, directed and disclosed, and to comply with his measures was publicly reported.
While completing his one -hour speech, Judge Army thanked those who participated in the Walker’s investigation and family.
“I’m sorry for your deep loss,” she said.
Walker Samara Fernandez-Brown’s cousin said the report was “prevalent” and the family would evaluate the recommendations, according to the Australian broadcast corporation.
In a statement, NT police said the investigation was “a long and painful trip for all participating”.
“It was a difficult road and we are determined to ensure that the learned is not lost,” said the acting Commissioner Martin Doul.
The Coronron’s investigation into Walker’s death was initiated in 2022 under the NT law, all deaths in custody should be investigated. The findings are not legal binding.
