Nasar Hospital in South Gaza said 24 people had been killed near a place to distribute help.
The Palestinians who attended the place said the Israeli troops opened fire while people were trying to gain access to food on Saturday.
The Israeli Defense Forces (IDF) said there are “no” known wounded persons from the IDF fire near the site.
Separately, an Israeli military official said the warning shots had been fired to scatter people who IDF believes were a threat.
The allegations from both sides have not been verified independently. Israel does not allow international news organizations, including the BBC, in Gaza.
The BBC staff later on Saturday showed that they seem to be a number of body bags in the courtyard of Nasser hospital, surrounded by nurses and people in blood-colored clothing.
In another video, a man said people were waiting to get help when they had fallen under directed fire for five minutes. A paramedic accused Israeli troops of murder in cold blood.

Reuters said it spoke to witnesses who describe people who were shot in the head and torso. The news agency also announced that it sees bodies wrapped in white hoods at Nasser Hospital.
There are almost daily reports that people are killed by Israeli fire while looking for food in Gaza.
Israel imposed a common blockade of supplies to help the Gaza Strip in March, and later resumed its military offensive against Hamas, collapsing two months of ceasefire. It says he wants to put pressure on the Palestinian armed group to release the Israeli hostages.
Although the blockade was partially relieved at the end of May, against the backdrop of warnings about hunger by world experts, there is still severe food shortages as well as medicines and fuel.
The UN Agency for Palestinian Refugees, Unrwa, says there are thousands of malnourished children in the territory, with more cases being found every day.
In addition to allowing some UN help trucks, Israel and the United States have created a new system for distribution of help managed by the Humanitarian Gaza Foundation (GHF), saying they want to prevent Hamas from stealing help.
On Friday, the UN Human Rights Service said it has registered 798 assistance killings so far, including 615 near GHF sites, which are managed by private US security contractors and are located in military zones in southern and central gas.
The remaining 183 murders were recorded near the UN convoys and other auxiliary convoys.
The Israeli military said they admitted that there were incidents where the civilians were hurt and that it was working to minimize “possible rubbing between the population and the (Israeli) forces as much as possible.”
GHF has accused the UN of using “fake and misleading” statistics from the Gaza Hamas Ministry of Health.
Earlier this month former GHF security contractor told the BBC that he was a witness to colleagues Fire opening several times on hungry Palestinians who did not pose any threat. GHF said the allegations were definitely false.
Israel launched a military campaign in Gaza in response to Hamas’s cross -border attack on October 7, 2023, in which about 1,200 people were killed and 251 others were hostage.
At least 57,823 people have been killed in Gaza ever since, according to Hamas Health Ministry.
