Notes written by the person who opened fire at an immigration facility in Texas shows that he has targeted ice agents and does not intend to harm the detainees, staff said.
One detained was killed and the other two critically wounded after a suspected sniper opened fire at an immigration and customs -implementing center (ICE) in Dallas on Wednesday.
The suspected shooter died of a self -inflicted firearm wound, law enforcement officers said.
In a press conference on Thursday, the US prosecutor acting to the Northern Texas District, Nancy Larson, identified the shooter like 29-year-old Joshua Gian of Fairview, Texas.
Notes found in the Sagittarius’ home show, he intended to “maximize the death against the icy staff and to maximize the property damage in the facility,” she said.
“He hoped to minimize any secured damage or injuries to detained and all other innocent people,” she added.
“It seems that he did not intend to kill the detainees or harm them. From these notes it became clear that he was directed to ice agents and ice staff.”
Victims have not yet been identified.
But the Mexico Foreign Ministry said an early detainee was a Mexican citizen.
Early employees said that no law enforcement officers were injured or killed during the incident.
FBI Director Kash Patel said in a social media publication earlier that the evidence “so far shows a high degree of planning before attack.”
Patel said that one of the notes, she said, “We hope this will give the agents of ice a real terror to think:” Is there a sniper with app circles on this roof? “
At the press conference on Thursday, Larson said the shooter “very likely acted alone”.
“That morning rifles sprayed the length of the building, windows and law enforcement bodies that were in the Saliport area,” she said, adding that the detainees had been struck.
The notes were found at the Sagittarius residence and included a “gameplay of the attack,” she said.
The suspected shooter describes ICE’s employees as “people who are shown to collect a dirty pay check,” according to G -ja Larson.
She said the shooter hoped his actions would “terrorize ICE employees and intervene in their work.”
“What he did is the very definition of terrorism,” she added.
No evidence was found to be a membership in any particular group and the shooter did not mention a particular government agency other than ICE, she said, but the man expressed his hatred of the federal government.
She also praised ice and other federal agents, which she said she was working under fire to remove the detainees from the vans and bring them safe.
FBI special agent Joe Rotrock said it was a “purposeful ambush style attack against law enforcement”, which followed months of planning.
The Sagittarius “specifically intended to kill ice agents” and fired at transport vehicles carrying ice staff, federal and detained, he said.
“Gian also acknowledged the potential for other victims. He knew that the ice detained would be transported this morning to the right place where he was facing his perch on a nearby roof,” he said.
“The most clear motivations at this point are the harm he wanted to cause ice. We are not aware of the specific relationships that he had with anyone in detention,” said G -n Rotrock, but noted that the investigation was ongoing.
Gian’s hand -written notes show that “he did not expect to survive in this event,” the agent said.
Marcos Charles, Director of the ICE Field office in performance and removal operations, said the “violent rhetoric” against ice should stop.
“Unlike those who would demonize our men and women, yesterday our brave officers ran back in danger,” he said, along with other federal agents, “to save the detainees while the shots are still fired.”
He said the Sagittarius used applications designed to track ice staff, and said that those who produce and distribute them were “well aware of the dangers they expose to law enforcement.”
Tension escalates into ice facilities in the last months amid the Trump administration’s efforts to significantly increase deportations as part of a broader repression of illegal immigration.
