The White House has told its agencies to prepare for mass shootings if the Congress does not prevent the government from stopping next week, according to a note received by US media.
In the note, the budget and management service directs federal agencies to start drawing up plans to “reduce the power” for programs, the funding of which will expire if the Congress fails to comply with the budgetary period of September 30.
The warning came after Trump on Tuesday refused to meet Democrats who seek to provide healthcare funding as part of budget negotiations.
“We remain hope that the Democrats in Congress will not cause exclusion and the steps exposed above will not be necessary,” the note said.
The budget office memorandum warns of constant dismissals specifically for federal programs, projects and activities that do not have alternative sources of funding and “do not comply with the priorities of the President”.
Many federal government agencies rely on annual financing approved by Congress. Every year, these agencies submit their requests that Congress has to pass, and the president must sign the budget legislation for the next fiscal year.
Exclusion is carried out if an agreement is not reached by the beginning of the fiscal year on October 1, which means that all insignificant discretionary functions stop.
Last week, Republicans in the House of Representatives – together with a Democrat – adopted a short -term measure to preserve government funding until November 20, but the Democrats of the Senate blocked the bill.

“I decided that no meeting with their congress leaders could be productive,” Trump wrote on social media.

“Donald Trump has fired federal workers from day one – not to rule, but to scare,” said Sumer, a leader of minorities in the Senate of Democratic Senate. “This is nothing new and it has nothing to do with the funding of the government.”
