The Democratic Republic of the Congo and the M23 rebels have signed the deal to terminate the fire in Qatar to end a fight between the warring countries.
Titled the Declaration of Principles, the Saturday Agreement, observed by the BBC, says that both sides should refrain from attacking, “hate propaganda” and “any attempt to seize itself with power on new positions on Earth.”
The declaration is intended as a roadmap to a permanent settlement.
The two sides agreed to apply the terms of the transaction until July 29. The last peace transaction is to come by August 18 and must be aligned with last month A deal with American mediation between Dr. Congo and Rwandawhich denies allegations that he supports M23.
For decades of conflict, they escalated earlier this year, when the M23 rebels seized control over large parts of the mineral-rich East Dr. Congo, including the regional capital, Goma, Bukavv and two airports.
The UN says thousands of people were killed and hundreds of thousands of civilians forced by their homes afterwards. The M23 challenges the data, saying that less than 1000 people have died.
Congo spokesman Patrick Muyaya said the deal took into account the “red line” of the government – including the “unprofessional withdrawal” of the M23 of the occupied areas.
But in a video posted on X, M23 negotiator Benjamin Mbonypa said the deal did not mention such a download.
This is the first direct agreement between the two countries since the rebels began their offensive earlier this year.
Qatar said the negotiations were scheduled to continue.
The African Union Commission called the Declaration “The Crown Stone” in lasting peaceful effort and security in the region.
The declaration also outlines a commitment to restore the state body in the Eastern Dr. Congo.
This is the latest in a long order of unsuccessful peaceful transactions in the region.
One of the main players in today’s conflict – the M23 rebels – came out of an unsuccessful peace deal 16 years ago, which is never delivered by demobilization.
In March, Congo President Felix Tekedi and his colleague from Rwanda Paul Kagame met in Qatar and they both called for immediate bold.
The next month, C Congo and the M23 Group agreed to end the fire, facilitated by Qatar, but the battles continued on the ground.
The deal in Washington, which appeared in June, was welcomed with broad criticism as a key incentive for US intervention was access to the huge wealth of the minerals of the C Congo. President Trump boasted this feat.
There is talk of Tshisekedi and Rwanda President Paul Kagame, who go to Washington to meet with Trump, although no date has been set.
