The Japanese capital Tokyo has topped the list as the best city in the world for “working factors”, according to a 2025 report by the International Workplace Group (IWG), a flexible and hybrid work space operator.
The results are part of the third year IWG barometer everywhere, which ranks the best cities to work worldwide – or where travelers can combine work and free time.
Tokyo took place # 1 because of his “exceptional” broadband speed, transport infrastructure, safety, culture and newly created nomad digital visa, according to the report.
In addition, the city “also takes advantage of the proximity to the mountains, coastal areas and national parks – ideal for hybrid workers who are looking for an exciting urban atmosphere, along with natural escapes,” according to IWG.
IWG ranks 40 countries by one to 10 based on the following 12 criteria:
Digital Nomad Visa – which gives workers the legal right to work remotely while staying far from their country in permanent residence – is a new criterion, along with the proximity to beaches, mountains or national parks.
In this year’s report, 86% of hybrid workers cited flexible work spaces as a major factor in their choice of destination.
“Thanks to hybrid work and cloud technology, employees already have the freedom to work wherever it is best for them,” said Mark Dixon, founder and CEO of the International Workplace Group.
These are the top 10 job cities in 2025, according to IWG:
Tokyo, Seoul, Rome, Paris and Valletta are new participants to the list. Seoul made the list because of “Ultra-Fustival Internet, Effective Public Transport and Nomad Digital Community, supported by the digital nomad visa in South Korea,” according to the report.
Budapest dropped out of third place, but remains a preferred choice for its food and happiness index.
The report also lists the top 10 Asian cities for work, including Singapore, Jakarta, Manila, Mumbai and Hong Kong.
Singapore remains a favorite for hybrid workers because of its high results in areas such as food, happiness, broadband and resistance. The report cites its “5G network coverage and hassle -free urban mobility” and its green spaces.
Barcelona, Beijing and Lisbon, although a popular choice, fell In this year’s list.
Mexico City, Cape Town, Prague, Melbourne, Orlando and Reykjavik were among the emerging destinations for the working part of the report. They noted high criteria such as digital nomadic visas and closeness to nature.
“This trend is here to stay with many companies that accept flexible work and work from anywhere in the policy, especially during the summer months for the long run, which not only improves the balance between professional and privacy and reduces burning, but also provides significant profit from productivity,” Dixon said.
