EPAIn Murmansk, the largest city north of the Arctic Circle, President Vladimir Putin has promised to “strengthen Russia’s global leadership in the Arctic”, warning that “geopolitical competition in the region” is intensifying.
The first example he gave was Donald Trump’s idea of gaining Greenland.
But the Kremlin leader had no criticism of his colleague in the United States.
And this is shown as the White House and the Kremlin are trying to restore their relationship.
“In short, America’s plans in connection with Greenland are serious,” President Putin said in an address to Russia’s Arctic Forum in Murmansk.
“These plans have deep historical roots. And it is clear that the United States will continue to systematically pursue its geostrategic, military-political and economic interests in Arctic.
“As for Greenland, it’s a matter of two specific countries. It has nothing to do with us.”
So said the president who started Full -scale invasion of a sovereign neighboring country And he claims that whole parts of Ukraine are annexed.
When Joe Biden was in the White House, Moscow and Washington were vowed to criticize each other.
How things have changed.
Today, Russia encourages the idea of economic cooperation with the United States in an Arctic region full of natural resources.
“We are open to look at the various investment opportunities that we can do with the United States in certain sectors approved by the Russian government,” says Kiril Dmitriev, President Putin’s envoy for foreign investment and economic cooperation.
Dmitriev, who is also Chief Executive Officer of the Russian Direct Investment Fund, has already talked to US officials.
“We are open to investment cooperation in the Arctic. This may be in logistics or other areas useful for Russia and the US,” adds Dmitriev.
“But before deals can be made, the war in Ukraine must end,” I suggest.
“Many people in the West accuse Russia of dragging its legs, does not show compromise or discounts, and simply defines conditions.”
“I am focused on the economy and investment, so I do not comment on political issues,” replies G -n Dmitriev.
“The only thing I can say is that we have a very good dialogue and I think it is very important for the US to try to understand Russia’s position.”
Moscow seems confident that she can court Washington with promises of lucrative deals in the Arctic and Russia.
This confidence is understandable, given how senior US officials have repeated points for conversations in the Kremlin about the war in Ukraine and Europe.

“(In America) there are two parties that compete with each other,” says Nikolay Patrushev, a former Russian leader in the country of FSB internal security.
Patrushev, who is now an assistant to President Putin, is one of the most powerful figures in Russia.
While on the side lines of the Arctic Forum, he tells me: “When the Democrats were in power, they accepted one view. Republicans have another.
“This does not mean that they agree with Russia’s position. But they have their own, which they promote, and we can cooperate with them.”
I ask G -n Patrushev: “Do you have the feeling that a new world order is forged?”
“We used to have a system where two forces dominated the world. It was only one at the time. Now we are building a multipolar world. But with our own features,” says Mr. Patrushev.

In the center of Murmansk, a giant inflatable whale has taken one of the city squares.
Attached to the wires, it rises above a sea of silver balloons designed to look like waves. The balloons dance in the wind under the explosive beast.
This is a giant installation. But then Russia has huge ambitions for both the Arctic and the country’s relations with America.
The whale attracts a lot of interest in many families who posed for photos.

This is an opportunity to ask the Russians if they support the idea of economic cooperation with America in the Arct and are they surprised when it seems that Washington is occupied by Moscow?
Elina is not.
“Russia is strong,” she says. “You should always support the strong and walk with them.”

“We need to develop the Arctic,” Olga tells me. “Cooperation with” friendly sides “is a good thing.”
“And do you see America as a” friendly state “?” I ask.
“Do you know what? I can’t decide.” Olga replied.
Meanwhile, President G -n Dmitriev’s envoy sings the praise of a particular American – Elon Musk – and relies on cooperation.
“We believe that Elon Musk is a great visionary, a great leader and a very successful person,” he tells me G -n Dmitriev. “Russia can offer a lot for a mission on Mars because we have some nuclear technologies that can be applicable.
“There are some video conferences that we believe will be upcoming, say, Musk’s team.”
