Representatives of Rwanda and the Democratic Republic of the Congo have reached a draft agreement that can end decades of conflict.
The breakthrough, mediated by the United States and Qatar, provides for “separation, disarmament and conditional integration” of armed groups that fight in Eastern Dr. Congo.
It also includes provisions for a joint security mechanism to prevent future outbursts. The Peace deal is expected to be officially signed next week.
The deal can open the road to billions of dollars Western investment in a mineral -rich region, which has been struck by a conflict for three decades.
However, analysts say that there are still many questions about the content of the peace deal.
The US Department of State said that the technical teams considered the text project on Wednesday before the official signing ceremony next Friday to witness US Secretary of State Marco Rubio.
She said that the deal was reached in three days of “constructive dialogue on political, security and economic interests” between employees of both countries in Washington.
The latest draft agreement upgrades a previous agreement, signed earlier, he added.
At the end of April, Rwanda and Dr. Congo signed an agreement in Washington, promising to respect each other sovereignty and go out with a peace transaction project within days.
The conflict for decades has escalated this year, when the M23 rebels – widely believed to be supported by Rwanda – seized rich in the territory rich in minerals in East Congo.
Rwanda denies supporting the M23 by insisting on his military presence in the region is a defensive measure against threats caused by armed groups such as the FDLR – rebel group, composed to a large extent of an ethnic hut related to the 1994 Rwand genocide.
The M23 seized Goma at the end of January, followed by the city of Bukavu and has since been creating governing structures in the regions under his control.
Thousands of people have been killed and hundreds of thousands of civilians forced by their homes in recent months after the onset of rebels.
Following the loss of territory, the Kinshasa government has addressed the United States for help, reporting that it offers access to critical minerals. Eastern Dr Congo is rich in Coltan and other resources vital to the global electronics industry.
The peaceful deals between the two countries have been solved in the past.
Last year, experts in Rwanda and Congoose reached an agreement twice regarding Angolan mediation for the withdrawal of Rwanda troops and joint operations against FDLR – but ministers from both sides failed to approve the deal. In the end, Angola withdrew as a mediator in March.
